The center deeply implements the national “carbon peak and carbon neutrality” major strategic decisions, focusing on the core issues of building a new energy system under the guidance of the “Dual Carbon” goals. The center is committed to the deep integration of digital technologies and energy systems, aiming to establish a diversified technological and policy evaluation system covering material flows, energy flows, and value flows. It explores the collaborative coupling mechanism of the ecology-energy-carbon market and the realization mechanism of carbon asset value, providing theoretical and practical support for accelerating the construction of a clean, low-carbon, safe, and efficient new energy system.

The center focuses on research in areas including digital energy system modeling and intelligent management decision-making, full lifecycle system assessment and technological development paths for key low-carbon technologies, carbon asset management and carbon market mechanism innovation, as well as integrated energy-saving and carbon-reduction technical services. It has formed a research layout integrating “digital energy – technology evaluation – carbon assets.”

The center brings together interdisciplinary experts from fields such as energy, economics, management, policy, and finance. It is led by Academician Chen Yong as the Chief Scientist, with Zhao Daiqing, Cai Guotian, Liao Cuiping, Wang Peng, Wang Wenjun, and Huang Yuping as core academic leaders, forming a strong talent team. As an important think tank for national and provincial-level energy strategy and policy, the center serves government and enterprise decision-making, trains high-level talents in carbon neutrality strategy and management, and actively engages in international cooperation. The center explores China's energy transition model and contributes new ideas, methods, and models for the energy system construction of Belt and Road countries.
