The Director of the Offshore Energy Research Center and leader of the Ocean Energy Team at the Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences, is a PhD, a research fellow, and a doctoral supervisor. Dr. Sheng serves as a Council Member of the China Society for Oceanography, a Council Member of the China Renewable Energy Society, and Vice-Chairman of the Ocean Resources Sub-Committee of the China Natural Resources Society. He was awarded the 2020 Guangdong Province “Nanyue Craftsman” honorary title and May Day Labour Medal of Guangdong Province.

Since 2002, he has been engaged in research on the development and utilization of offshore wave energy. He has led multiple national science and technology projects and successfully developed the Sharp Eagle Wave Energy Power Generation technology, holding invention patents in China, the United States, the United Kingdom, and Australia, as well as certification from China Classification Society and French Classification Society. He has built a series of the Sharp Eagle Wave Energy Devices in a 10–1000 kW range and large semi-submersible wave energy farming platforms. He has achieved the transition of Sharp Eagle Wave Energy technology from a laboratory prototype to an engineering prototype, with grid-connected power demonstration in both nearshore and offshore regions. He was awarded a First Prize of the Guangdong Provincial Technology Invention Award in 2019 (as the lead inventor), a Second Prize of the Ocean Science and Technology Award in 2015 (as the lead inventor), a 2022 Chinese Academy of Sciences Science and Technology Progress Award (as the lead inventor), and the Guangdong Province Patent Award Silver Prize. He has been authorized exceed 50 patents, including 15 international invention patents, Published two books and authored over 100 academic papers.
