LIU Shangyu has been successively engaged in research on new energy technologies and policies, as well as the research and development of projects related to climate change and the Clean Development Mechanism (CDM). As one of the earliest CDM project developers in China, he has achieved fruitful results in CDM methodology research, project development, and the development of China's voluntary emission reduction projects. He has been responsible for several international cooperation projects under the European Union's Fifth and Sixth Framework Programmes for energy technology exchange, and has jointly applied for and participated in numerous international cooperation projects with countries including Germany, France, the Netherlands, Italy, Belgium, Sweden, Finland, Japan, and Vietnam.

Currently, his main focus is on the development of methodologies and projects for China's voluntary emission reductions, covering areas such as wind power, hydropower, solar photovoltaics, biomass power generation, biomass straw board production, cement waste heat power generation, replacing heavy oil for heating with biomass pellets, biodiesel, and forestry carbon sink projects. Particularly in the field of forestry carbon sinks, he successfully developed the first large-scale carbon sequestration afforestation project in Guangdong Province – the Dabu County Carbon Sequestration Afforestation Project – which set a benchmark for the development of large-scale forestry carbon sink projects in Guangdong.
