On September 11, the launch ceremony for Guangdong provincial carbon emissions trading pilot and Guangzhou carbon emissions exchange was successfully held in Guangzhou joint trading park. Zhu XiaoDan, Vice secretary of Provincial Party Committee and Governor of Guangdong Province, attended the ceremony and announced the launch ceremony. Xie Zhenhua, deputy director of the National Development and Reform Commission addressed at the ceremony. The Guangzhou Institute of Energy Conversion (GIEC), as the main designer for Guangdong provincial carbon emissions trading system, attended the ceremony.

Before the ceremony, vice director of GIEC, Zhao Daiqing, who is the vice convener of Guangdong carbon trading system design research work team, took part in a Guangdong provincial carbon emissions trading pilot progress meeting that presided by Xu Shaohua, vice Governor of Guangdong province. After the ceremony, Zhao Daiqing, who was interviewed by the Guangdong TV, further clarify the Guangdong provincial carbon emissions trading system to the community, and points out that the innovative mechanism will arouse the enterprise's enthusiasm, and achieve the emission reduction goals in lower cost by the carbon trading among the enterprises and the sectors.

As Guangdong Province Development and Reform Commission has deployed the carbon emissions trading pilot work for more than a year, GIEC actively participate in it and is an important technical power to research and design the carbon emissions trading system in Guangdong province, and make a lot of fruitful work, including the management procedures of carbon emissions trading, the allowance allocation scheme, the technology guide for accounting enterprise carbon emissions etc.

The ceremony announced the Guangdong provincial carbon emissions trading pilot work plan, which clarify the guiding principle, working target, overall arrangement, main task and guarantee measures of the Guangdong provincial carbon emissions trading pilot, which provide a solid safeguard for completely carrying out the carbon emissions trading pilot, and marks that the Guangdong province carbon trading has transferred from the system design stage to practical operation stage.
