GIEC Hosts the Guangdong Carbon Emissions Trading Mechanism Forum

On March 19th, 2013, Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences hosted the “Guangdong Carbon Emissions Trading Mechanism Forum & Summing-up Meeting of the SPF Guangdong Carbon Trade Project and Report Mechanism Project”, which is the first-day activity of “UK-Guangdong Low-carbon Week”.

Firstly, Mr. Morgan, consul-general of the British Consulate General in Guangzhou and Mr. Xiulu Lu, vice director of Guangdong Development and Reform Committee made speeches in the opening ceremony of “UK-Guangdong Low-carbon Week”. During the forum, Mr. Henry Derwent, honorary president of International Emissions Trade Association had a survey report on international carbon emissions trade forms, and SPF project experts also delivered summary reports. For example, Dr. Andrezej Blachowic from UK Climate Strategy Organization reported on “Experiences and Lessons learned from Carbon Trade System and its evaluation method in Europe and US”; Mr. Xikang Zhao, director of Environmental Economy and Policy Research Center, Chinese Academy of Social Sciences, reported about the “Supervision System Construction for Guangdong Carbon Trade”; Dr. Haiqin Wang from Resources and Environmental Policies Institute of Development Research Center of the State Council reported on the “Inter-provincial Link of Carbon Trade”; and as the leading role in this project, Ms. Daiqing Zhao, deputy director of Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences, delivered an overall report of the project, covering the feasibility analysis of establishing carbon trade pilots in key industries in Guangdong Province and its quotation allocation plan. After hearing all the reports, Mr. Yijun Chen, deputy director of the Resources and Environment Department of Guangdong Development and Reform Committee, highly acknowledged the project’s accomplishments and its contribution to the designing of carbon emissions trade mechanism in Guangdong. Finally, free talks were carried out with the theme of “Carbon Emissions Trade”.

The forum provides a good platform for collecting opinions and suggestions from all fields of society on how to do better in Guangdong carbon emissions trade mechanism research and its quotation allocation system design, so as to ensure the practicability of the trade system.

It has always been a priority to carry out overall design of the carbon emissions trade mechanism and quotation allocation mechanism among Guangdong’s strenuous efforts in carbon trade system establishment, which attracts great attention from both the provincial government and the society. Guangzhou Institute of Energy Conversion, CAS has already done researches in this regard for quite a long time, and its research is strongly supported and sponsored by SPF of British Consulate General in Guangzhou.
