Symposium on carbon emissions trading system held by GuangDdong Provincial Development and Reform Commission, was opened in ZhuHai on Aug.23,2012.

GuangDong carbon emissions trading system's working party grouping many research institutions gave an detailed report about four modules work, the overall design philosophy of carbon emissions trading system, the design of carbon emissions permit allocation and management, the design of report on carbon Emission and certification system, and the design of carbon emissions trading rules and regulatory system. 　

Guangzhou Institute of Energy (GIEC) is responsible for the first two parts, and also is an important participant organization of the other two parts.

In symposium, TianJing, ShangHai, ChongQing and ShenZhen presented their 　progress towards carbon emissions trading system respectively. Each pilot provinces and cities conducted an in-depth exchange of views about the design of carbon emissions trading system.
